 Paul Wilkes

Collas Crill Group Partner

Paul Wilkes heads up Collas Crill’s commercial team. He specialises in investment funds and banking, advising on the establishment and regulation of open and closed ended funds.

He also advises private equity executives on the structuring of carried interest and related matters. Paul’s banking practice involves acting for lenders and borrowers, advising on Guernsey regulatory and security issues, and as   advisor to banks in enforcement situations.

Paul has advised on complex, multi-jurisdictional lending transactions involving Guernsey investment funds as borrowers, as well as Guernsey asset-holding vehicles.

Non-Executive Director & Chair of Guernsey Investment Fund Association

Paul has extensive investment fund experience gained over 30 years in the industry and was elected to the GIFA Executive Committee in 2013. Now serving as an independent non-executive director, Paul was previously a Senior Director of JTC Group in Guernsey and Managing Director of RMB Investment Services Limited, BNP Paribas Fund Services (Guernsey) Limited and HSBC Fund Administration (Guernsey) Limited. Paul is a Chartered Secretary, a  Fellow of the Institute of Chartered Secretaries and Administrators, a Member of the Institute of Directors, a   Member of the Institute of Risk Management and a non-executive Director of various funds and companies. Paul holds a Masters Degree in Corporate Governance and the Certificate in Company Direction from the IoD.

Dr Andy Sloan

Guernsey Finance – Acting Director of Strategy

Andy is Guernsey Finance’s Acting Director of Strategy, developing a policy framework and strategy for Guernsey’s financial services sector. He is on secondment from the Guernsey Financial Services Commission, where he is a  Policy Director and was a member of the TheCityUK’s International Regulatory Strategy Group’s working group in 2017. He has more than a decade’s experience of policy and strategy issues in Guernsey’s finance sector, having previously been Head of Policy & Research and States Economist, where he led the EU Code of Conduct Group on Business Tax review in 2012. Andy has a PhD in Macroeconomics and is a member of the Institute of Directors and Institute of Risk.

GFSC – Deputy Director of the Investment Supervisory and Policy Division

As a Fellow of ACCA, Mark sits on the global technical fora on business law, corporate reporting, and business    ethics.  He is a Chartered Manager; Chartered Member of CISI; and member of ARIES. He has recently completed the Postgraduate Diploma in Financial Strategy at Saïd Business School.

Guernsey Finance – Communications Manager

James Falla joined Guernsey Finance as Communications Manager at the beginning of 2018. Previously he was Business Editor at the Guernsey Press, and has moderated the GIFA Academy panel debate on a number of        occasions over the past few years.
